Trine 2 and Super Meat Boy were as cheap at one point but not anymore.
edit: oh nvm, you meant games to buy now. All of those were in humble bundles with the exception of Faerie Solitaire, which was given out for free on steam a few months back.
If you want a really cheap game, Saints Row: The Third and Gratuitous Space battles are in Humble Bundles right now (min $1, but it's a charity pay what you want thing) at humblebundle.com.
By far the best deal for cards. You get like 10 card drops and can get the game for 99 cents most of the time.
Just watch the Humble Bundle. All those Indie games usually ahve cards iun them.
If you are trying to collect Badges though...you want games that only have about 5 cards in them. They drop 3 and you only need to trade/buy 2. If you want to make money form them...that's another matter. There are almost no games that the cards will sell for more than the cost of the game because people buy them jsut to sell the cards and the price drops.
