FYI for situations like that there is an online tool that scans your inventory and matches you with people who also have duplicate trading cards in the same game and allows you to offer them a trade offer.

It makes this issue a great deal less annoying as it usually only takes a few seconds to swap your duplicate for someone else's duplicate.
A) That post refers to foil cards, not just trading cards

Note that the games foil badges are separate badges that can only be crafted to level 1 (instead of level 5).
Summary:
You get foils the same way that you get normal cards, they get dropped for games that are eligible for card drops when you play the game for long enough (from 30min to a couple of hours).
To see which games are elligle for drops, visit your profile->badges page, it'll tell you x card drops remaining for each game. The total number of drops is the full set divided by 2 and rounded up.
Only 1% of card drops are foils. You can also get foils in booster packs which you can buy from the market or they drop for people who have completed all of their card drops for a game. You can get more than 1 booster pack drop for a game (I have had).
Craft normal cards to make badges, craft foil cards to make foil badges. 5 normal bagdes per game set* 1 foil bagde per set.
Foil cards are typically worth more than normal cards due to their rarity.
*steam sales don't have same limit.
