It seems like SteamOS uses the US keyboard layout by default. It's possible to change your layout in the Linux desktop, so you could use that if you've been introduced to a Linux distro like Debian before. To do so, you have to enable access to the Linux desktop from the SteamOS interface settings. Then you have to return to the desktop from the SteamOS exit menu. Once you're in the Linux desktop you can go to Activities -> Applications -> System settings -> Region and Language -> Layout. Then, by using the + and - buttons you can add Turkish and remove English. Keep in mind that this will only have an effect in the Linux desktop.

I tried but there was no Turkish and I dont exacly remember what happened when I clicked + but nothing just happened.

Thats strange because I found Turkish when I searched for it in the list you see when pressing + menu. Then again, I added the debian software package repository already. And i just installed SteamOS yesterday. Maybe I'm seeing it because of either of those.

On a side note, SteamOS does have localized layouts for the gamepad keyboard. I was lucky enough to find Norwegian there. Sadly there was no Turkish in the list. ☹

Thanks for the suggestion oursique. I couldn't find /etc/default/keyboard, but I found the official Debian guide for it.

And I'm not surprised you had trouble opening the file, Berkay. The various Linux desktops have their similarities to Windows and Mac OS, but once you need to access power user features, such as configuration files, they can be vastly different. A good way to get introduced is to try an easy distro like Ubuntu, and look up guides for how to accomplish some of the more advanced things.

On http://wiki.debian.org/Keyboard it's documented how to change the keyboard layout system-wide on Debian. It can be a bit confusing, so I'm gonna write how to do it here. I'm assuming you've enabled access to the Linux desktop already. First you have to enable "Debian-style" administrative access by setting your password. Go to Activities -> Applications -> Terminal and enter
passwd
Enter the password you want when performing administrative tasks. Now enter
sudo dpkg-reconfigure keyboard-configuration
This will show you a keyboard-operated graphical interface where you can pick your keyboard type and language. Once you've entered the settings you want, and you're back to the terminal, enter
sudo service keyboard-setup restart
Now you should be able to return to Steam using the shortcut on your desktop, and the new layout should be working. If you're not able to return to Steam, you might have to go back to the terminal and enter
sudo init 6
to restart the system. If you were able to return to Steam and the keyboard layout isn't available, restart your machine from the EXIT-menu in the SteamOS main menu.

I hope this guide helps for others as well. If you run into problems with it, reply here and I'll try to help you out.

Thanks for help Remi. Is there a way to implement this function into SteamOS interface? I heard SteamOS is open source so maybe there is a way

It's possible this might be a bug. On the SteamOS Beta page there's a link to a bug tracker where you can either find or report the bug. Chances are better it'll make it into SteamOS if there's a confirmed bug.

The source code is also available from the SteamOS Beta page. I heard some people get their contributions accepted into SteamOS, but I don't know how that's done.

I currently don't have access to Steam OS. But does a reboot solve the original problem?
