Is there an option to limit fps on game mode of the steam deck?

I had my steam deck for more than a year now I think. But I've only notice now, that on idle, the power consumption is as low as 4w but could be as high as 10w. I find it a bit confusion as when I'm gaming on idle or all games like Ni no Kuni 1/2, or digimon cyber sleuth, ff12,etc, I can pretty much power limit it so that it would just have a total power consumption of 6-10w. So I think that at idle or just browsing steam store shouldn't really have the same power consumption. I've check almost every settings, and one of the things, that I found that might cause it is the FPS, is there a way to limit fps on steam home screen? I've only capped my steam deck at 41fps on my games, but it does not take effect at just on the steam bigpicture/game mode.
