Maybe he can help you ... another solution would be to replace SteamOS with Ubuntu and then install STEAM from the Ubuntu respositry

PS: ususlly the Intel Integrated Graphics is part of the CPU !
So you can usually only disable the other graphic hardware,
but NEVER the Intel Integrated Graphics !
I suggest that you check https://certification.ubuntu.com/desktop/models/?query=&category=Desktop&level=Any&release=18.04+LTS&vendors=HP in a few months again, maybe you are lucky and they make the new Ubuntu 18.04 LTS compatible to your HP wave ( although it is a bit too early ... maybe the next LTS in 2 years )

But now the problem is that the open source mesa driver performance is worse than my integrated GPU. Now how do I solve this
You can WAIT until someone makes a better code, or try to find CLOSED SOURCE drivers for your GPU with better performance.

I figured out the solution. I installed the proprietary drivers from AMD website. First time I installed the drivers with no./amdgpu-pro-install which gave me a infinite login loop on Ubuntu. Then I installed the driver with ./amdgpu-pro-install --compite command and all went well. After that I ran xrandr and set the priority. Then ram steam with DRI command and frame rate issue was fixed. Here are the pictures of system tab on big picture mode
