Which model of DVD+RW from which manufacturer with which interface are you using ?
You should ALWAYS mention the exact info of your computer when you ask such questions !
E.G.: I want to install SteamOS on a CSL Narrow Box 4K with a external USB-DVD or USB-stick.

as there may be sold different models with different CPU ( 32bit or 64bit ) and RAM ( 2GB or 4GB ) under the same name !
Again, it's an old PC and it doesn't exactly meet all requirements, but my Steam library doesn't feature many games that require beasts of PC's.

PS: This PC is better than my good old WHITE Narrow Box 4K which only has a 32bit ATOM CPU.
As a reminder, this BIOS does not support UEFI. The only way I can launch via USB is by going into my BIOS and set the currently inserted USB as my main hard drive (which is possible). However, it will then continue to install it on my USB, which is not what it's suppost to do.

I was able to install from USB-stick to hard drive on older mainboards !
Maybe its also a problem of the SteamOS USB-install program ... have you tried if you can install UBUNTU ?
At http://releases.ubuntu.com/19.04/ you can download the 64-bit PC (AMD64) desktop image and try out SteamOS from their SOFTWARE CENTER !

Most Linux users of Steam prefer to use the CLIENT for Steam with another Linux like Ubuntu anyway ... and IF it works with Ubuntu, it should also be possible to install SteamOS later.
AVOID the automated installing to your HDD and tell the installer that you are an EXPERT which allows you to create your own partitions on your drives ... this tip may also help you with SteamOS !
So the disc isn't bad, SteamOS just wont read it.
I wont install 17.04 or older versions, as they have older KERNEL and may be prone to Intruders becasue of this … you could also try the new version 19.04 as currently it might be easier to get help in the ubuntu forums with the newest version.
You could try to get help for solving the SteamOS installation problems with your PC in a HACKER SPACE in your area … where are you from ?
