If the current version meets your needs as an HTPC it's probably safe to keep using it, they seem to push basic security and driver updates at least frequently enough to keep it chugging along. I don't know of another operating system that works as well in an HTPC scenario for gaming that can be used without ever needing a keyboard or mouse.
SteamOS3 is an unknown at this point, we know they're working on it but no idea if it's close to release or some distant R&D project still.
Are you implying that the nvidia and mesa drivers have been updated since the 2.195 release?

This said, probably like many of us, I'm just eager to know about the Future of SteamOS. It's been a few months (July 18th) since the last update on anything and It makes me wonder if it could be linked to the fact that they may be rebasing it on something else.
There is a comment from PLGriffais (I think, but can't find the original source) that comes to my mind, that was said during the Ubuntu 32bits debacle, about SteamOS, that was similar to: "We are tired of working with Debian tooling"...
Looking forward to the outcome of all that because I really do like the concept of SteamOS and hope to be able to come back to it, in the near future. In it's current state, unfortunately, it's just too outdated.
My Cougar QBX - Ryzen 5 3600 is in the starting blocks... :)
Valve is enhancing Linux gaming with driver development in Mesa and kernel, Steam client, and Proton / Wine.
I hope your are proven wrong, but the prospect is not impossible. As for the Steam Controller, we'll know soon enough if Valve discontinued the actual one to make place for a second generation...
