I opened an issue on Github to see if Valve would consider this.
@wolfmobo: I did what you said but it doesn't work. Removed the english keyboard for input settings but it's still the same.
However I found out what causes the problem. It's a known bug and its affecting a lot of linux distributions but was also fixed by them. It seems that this bug is still in steamos.
I had the same problem in opensuse or centos, cant remember exactly.
The problem has to do when using a usb keyboard. When I first had this bug I was booting my linux and I had my harddisk encrypted with special characters and I wasn't able to login. Until I found out that it was also using the us layout. So no chance to get in the system. Until I found out that it was working with an old PS2 keyboard.
So guess what. This is also working now with steamos:)
The bug was in nearly every distribution I had it in centos and also opensuse. So i think also debian was affected.
So its working now but only when using an ps2 keyboard not with usb keyboards.
@Teddy: where did you opened the bug? So I can add there some information. And I will search for the old topic regarding this problem. Maybe this can help the developers.

I have the feeling that something is wrong with the localization in SteamOS. I'm using english as main language but german keyboard. When using a USB keyboard I always have the american layout where y and z are switched. After connecting an keyboard with PS2 plug it works also when using the USB keyboard in addition to the other one. The first text input has to be on the PS2 keyboard.
But now I found out that I also have problems inside some games. For example I started Half Life 2 and when I want to change the key bindings I also have only the US keyboard.
Something is really messy with the localization. Seems not to work properly. How can I make it work again? THX
