Army.
rule1.the group general is in command of the army and the grand general cant do anything without the approval of the group general.
rule2.the group general cant give orders without the head of the groups permission.
rule3.if any of these rules are broken the general will be removed from his position and a election of a new general will begin.
Navy.
rule1.the group Admiral is in command of the navy and the fleet Admiral cant do anything without the approval of the group Admiral.
rule2.the group Admiral cant give orders without the head of the groups permission.
