Oddly enough though, one of my other friends was capable of watching me play a non-Steam program that I linked into my library, so that's some good news about Broadcasting that I'd like to share...
Same issue here. It's been showing as loading or "waiting for broadcasst to start" or "(user) reconnecting to steam" for several minutes, then maybe an occasional snippet of audio with no visual aside from the static card or message, and then back to the loading screen.
If you are trying to stream for others to watch, and it does not work, there are 2-3 reasons known.
1: GPU, Go to settings > in home streaming > host > advanced options, and enable all the hardware acceleration.
2: do an internet speedtest and check your UPLOAD speed. If it is below about 1.5 mbps you will not stream today, and even then you will need to set the lowest stream quality. I know that lower bitrates than 1500 kbps are in steam but they are pointless. you will be able to stream for maybe a minute at a time if you do not have that much.
3: make sure your video drivers are up to date, don't download random drivers. video codecs are free. if you find someplace trying to sell them, you are getting scammed. be aware for that. start with your operating system's developer (such as microsoft or apple) and search through them.
If you are trying to view someone else's stream,
1: make sure you are viewing in steam browser, or in chrome
2: internet speed test, and make sure you have sufficient download speed for the video size
3: find out what plugins and drivers steam broadcast uses and make sure they are up to date
4: make sure your video drivers are updated
If the above does not work, I think there's a way to contact valve for bug reporting.
People with good upload can't stream, however. It seems to be irrelevant to speed.
However now that i think about it my upload varies a lot, for example when there is no load on the internet i get around 3-5 mbps upload, but when everybody in my house is watching HD videos on the web it goes down to around .5-1.2 mbps.
