In modern games this is typically done by having two threads: one running the logic, one running the frame updates. In old hardware, having two threads would have been more costly in performance (cost of context switching) ; I highly doubt PS1 had that capability. So most (if not all?) games running on PS1 were most probably doing a loop handling both the game logic and the frame updates.

the camera is tied to frames
The game speed is tied to the framerate, so anything that boosts the framerate will also boost the game speed :-)
