Go on steam and click on Players.
Go under the Recent Players tab and try to find his current user name, once you can confirm that is him get his SteamID.

This includes all infomation about his Steam Account.
All you have to do is to catch him again doing this (and get proof) and report it to a mod or admin.

Memegineer broke this rule by spamming 3 or more times in the chat.
I would account this as a day or two Gag since it being a single session. (Up to Mods/Admins)

^ This is where a player is trying to silence a player and I believe it goes through (More Yes than No.) but he leaves before it does that and he rejoins, making him "immune" against gaging/muting.

Overall, Memegineer should be banned for 2 days in my personal opinion.
Due to breaking the following rules:

• Do not Chat Spam (3 same messages in 60 secs)
  
• Exploiting the Gag System

Ultra, he abused votes too, but I haven't any evidence of that since he used /votesilence and shit
