Report a translation problem
Just to see if I could, I took a picture of my favorite alternative model with a resolution of 2400 x 1600 (first decent pic of her I could find on google). I then imported it with VTF edit and changed the maximum width, and maximum height to 4096 (I'm still experimenting with the numbers, trying to get them correct). Once that was complete I saved the file as .vtf, the name *while important* doesn't need to be changed at this time.
Once that was complete I went to: C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2\tf\custom\rayshud-master\materials\console. I then deleted the background_upward_widescreen file, once that was done I changed the name of my new pic to background_upward_widescreen and put it where the old file went, you will then need to copy your picture and rename the copy background_upward, so you will have 2 files with the same pic, and slightly different names. This changes the first picture/menu screen pic.
To change the loading screen pic do the same thing with any picture you want/enjoy/etc, from here: C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2\tf\custom\rayshud-master\materials\vgui\replay\thumbnails. You only have to replace the background_upward_widescreen using the same process as above. Example: http://imgur.com/JVPibRm
This changes the pic you see while you're loading into a map.

I assume that if you just got another hud that has a nice main menu you could swap out these files and it would work? I haven't tried but I don't see why not.
If you want to change the background just do what the other guy said.
Edit: Also just realised you might mean the screen that you see when you enter a game with the name of the map and stuff. Same rules but with these files instead as far as I can tell rayshud/resource/ui/statsummary.res rayshud/resource/ui/statsummary_embedded.res
