If you have a code sign up there (It requires you either don't enter a mobile number and wait 24 hours to approve your sign up, or give it a mobile number to SMS authenticate immediately), it asks for the name of the product you got the code with, and then it gives you a code that you redeem on https://account.bethesda.net/en/login

This applies the deal to your Bethesda account, it does not grant you access to Steam they're a separate company/distribution system.

If you already have already paid Steam for access to the game through their distribution platform however, as you use the Bethesda QC account through them, anything added to your Bethesda QC account at this point is also fully accessible via Steam

There is one caveat, if you've already bought the Champions Pack (which at this point you would have had to do if you wanted to play via Steam) the only thing applying the additional code to the account will give you is the Ruby skin, no other loot or currency.
