In the Sept 1, 2017 'Ask Us Anything' Session, the devs said this:

"Q. ETA on Vulkan support?
A. Vulkan support is coming along nicely. We're making progress and have the game up and running on it, but we're not ready to share it just yet."

So it is already in the Quake Champions game internally.

The other day (October 27), Mortal Emperor mentioned Vulkan coming to QC in an answer post at the Bethesda Forums. So that goal is still in the works.
