https://github.com/AikoMidori/SteamSkins (exemple with metro and fluent theme)
pending the availability of the first versions, i currently use Millenium to inject the theme function :
https://github.com/ShadowMonster99/millennium-steam-patcher
and I choose Shadow's black library available on the Discord server of Millennium.
what I have at home:

there are bugs, but the appearance is already much better than the vanilla skin of the new interface.
There is also a first version of the Space theme available for the new interface : https://github.com/SpaceEnergy/SpaceTheme-Steam
I just bet Steam will make their own skins in Points Shop
to be honest i wouldn't mind at all as long as there are slick and well made skins similar to metro :D
Though the existing metro skin is still dead, many folks are working on their own skins and new skins that replicate the metro experience
1º Create a shortcut to Steam on the desktop,
2º click properties, and in "Target" add -vgui.
3º Now turn on steam from that shortcut and you have the old ui!
4º Interface settings on Steam and select the metro skin again!
