Also spend days and days getting it working.
I ended up downloading a program which lets me share USB ports over my network and then shared my local headset with the server. Pretty annoying though to have to start up the stream and then go into settings on the remote computer every time and change my playback and recording settings to use the shared headset.
I've uninstalled and reinstalled Steam as well as disabled and re-enabled Steam In-Home Streaming on the Host, moved Steam to the Beta Client, rebooted the Host PC between all of the prior steps... no matter what I do, launching a streaming session does not prompt for installation of the Steam Streaming drivers.
So I've gone a step backward now... at least before I could see the Steam Streaming drivers in my Audio Control and even though they didn't work, at least they were there. No matter what I do I can't get those drivers to install again.
EDIT - Got the drivers to install again by navigating to C:\Program Files (x86)\Steam\drivers\Windows10\x64 and right-clicking on the .inf files and selecting "Install". I can now see the drivers again, but they still don't actually work. My client microphone sees audio, but on the host nothing registers.
Also tried everything you listed above but keeps failing!
I tried to manually reinstall them using the .ini files, and they claim to have been successfully reinstalled, however from what I can tell the drivers have not returned and the audio devices are not there either.
I even went as far as removing Steam, rebooting, and trying to reinstall steam. It detects the streaming client, and the client detects the host, but again neither of them install drivers or prompt to install drivers.
I now just installed the Beta, under advice from a steam article. Still no driver prompts on my end.

Windows 10 Pro x64 Build 1709.
Device is a Turtle Beach P11 Headset. I have tested the mic on 3 PCs and the device works fine as well as that the recordings sound clear. If anyone has new steps let me know, I am pretty exhausted with this for now. I may just go back to running with my device plugged in to the PC for the time being.
Using usb port sharing software was a pretty good workaround to be honest (I found one that was free in the end with a limitation of 1 shared port which was enough for my usb headset) but in the end it was just to fiddly for me compared to actually just setting up a traditional desktop environment to game in.
For me personally I have seen enough comments regarding this issue in the forums to warrant steam to look into this more deeply as I do not believe the problem lies with the users setup.

The microphone seems to be recognized by the steam link: in the settings of the steam link the input level shows a reaction when I talk.
In windows the microphone source is "steam streaming microphone".
But in windows voice recorder I can't record my voice over steam link (and in game it doesn't work either).
