/wigs autocleanup up and running

Just a heads up: Garbage cleanup will start running again. It has been offline for the past 3 weeks while work was done on it. Some players who arent following the rules may compain that they buildings were removed. If you see this remind them of /wigs zones, they are explained in the rules room and spawn.
