Well Eduroam is blocking steam, but if you can find a spot where the wifi called "WifiGuest" you should be able to use steam.

As for Caledonian Court, the internet there (CCResNet) does allow using steam for downloading games and chatting to people, but no multiplayer games other than those created by Valve will work
