Download "Mono.Cecil" package manualy or enable automaticaly package downloads." This is what confuses me now
EDIT EDIT: Lol sorry..another stupid question...i got the memoria.exe and it just pops a window open and if i press any key it'll close it...Is it too much to ask for a video or step by step explanation...your steps are meant for people who actually know what they are doing :/ sorry....

You want the "build" link, not the "git" link. Here's some more detailed instructions:
1) type the following to your browser's address bar:
yadi[dot]sk/d/FVB-1Qs3rJwnz
replace [dot] with a dot, i.e. this: .
then press Enter. (I don't know why the URL isn't given here directly, but I'll respect the modder's wish not to give out a direct link.)
2) After pressing Enter, you're taken to a page with a downloadable file called Memoria.zip. Press "Download", and save it somewhere, for example, your Desktop.
3) Open the zip file with any program that can open it, such as WinZip, WinRAR, 7zip etc.
4) Extract all files inside the zip file somewhere, for example, create a folder called Memoria on your Desktop and extract all the files there.
5) Open the Memoria folder you just created, and double click on the file called Memoria.Patcher.exe. The mod will install itself to your Final Fantasy IX folder.
6) Run Final Fantasy IX, and then quit it. This will create a file called Memoria.ini inside the Final Fantasy IX folder.
7) Open Memoria.ini with WordPad, NotePad, Word or some other text editor. Edit the settings to whatever you like (I should write a more detailed explanation, but this post is already way too long), then save the edited file.
8) Run and enjoy your modded version of Final Fantasy IX.
If these instructions weren't clear enough to get the mod installed, I give up. :'D
Edit: I tried just copying the Game itself to the C: the right UNC path and everything it said it patched but when i opened FFIX and closed it again then checked there was no Memoria.ini

Edit: I restarted a new game using default battle speed instead of fast battle and it fixed it. During the stage fight everyone's "Steal" option said "SFX" though...but it went back to normal with the Steiner fight. So a bug maybe?
Here's the usual changes I do to Memoria.ini:

I think 30 makes the animations too fast, but the default 15 is too slow.
[Cheats]
I set every value to 1, except SpeedFactor = 5 (the default option). This won't activate the cheats automatically, but it gives you the option to use them, and I especially like having speedup, and maybe no encounters. Even if you never use the cheats, I don't see any harm in enabling the option to use them.
[Hacks]
Enabled = 1
BattleSpeed = 2
The other hacks keep their default values. For battle speed, Fast (value: 1) is alright, but I usually like to have my healer remain on standby (using the menu button to skip turns) in case someone needs to be healed. The fast charging only works if nobody has a turn ready, so there won't be any fast charging until I have my healer do something. I think the Turn-based system (value: 2) is great, though. It's essentially like FFX's CTB system. Unlike the Fast system, the Turn-based system lets you postpone a character's turn by pressing LT, which causes the next character or enemy to get a turn, while keeping the healer etc on standby.
My Memoria settings are pretty much identical, though I didn't realize it was possible to skip turns in Turn-based so I might try that out again.
It could be just a random bug. Anyway, I'd recommend editing the ini files only when the game is not running, just to be sure.

EDIT: Also does it matter the order ? Run memoria.exe first or FFIX? and when to close them or which one to close first?
