Sony has a port lock for one year. On some games, for the exclusivity it seems they give discounts on the license fees.
And FF 1,2 are still missing. FF15 is inofficialy confirmed. They said "a proper port to pc would need a year" ; )

basically they wanna milk the ps4 sales before they put it onto xone and pc @ same time.

Nope, it´s on many games. Sony can print "only on PS4" on it then.
Nintendo even had complete exclusivity on NES, SNES, and N64 age i think. So no rerelease afterwards, unless on Nintendo´s. Some outsmarted BigN with tricks, like SE with the FFs....

WEll, i heard rumors about a complete collection of all FFs on PS4 and Vita, including the 2d ones. Hopefullly on Steam, too.....
