New server, map rotation, and plugins

After a brief period of time of not working on this server ive finally got back into it, but sadly i had to get a new server provider since the old one no longer supported tf2 as an option. besides that the server has a new ip address (204.152.220.162:7005), plugins, and map cylcle

Team voice chat
Now the server has a feature that will allow you to talk to both the enemies/your team like normal with alltalk on and to your team secretly in a separate "voice channel". the plugin uses commands that arent in the game and require you to add a few lines of code to your autoexec.cfg for you to use the feature (more info about the plugin/ how to set it up can be found here: https://steamcommunity.com/groups/drgscstle/discussions/0/6367585250002878119/)

Caber replenish
With this plugin it will allow a players used caber to replenish as if they went back to spawn shortly after the use of the cabers explosion

Invis spy talk fix
All this does is just remove the over head icon of someone using voice chat if they are a cloaked spy
