It's just like cheats in-game. Public cheats can be faster to catch and ban because it's so readily used and out there, while private and VIP cheats can go undetected for years or never be caught.

It's just like online games, by your logic banning cheaters is not the way since they lose players to their games? No, you ban cheaters to keep the majority of legit users happy and playing (if the game is good, but that's not the point).
