According to [L4D2-PC]Dark it's possible to unlock and use explosive and incendiary ammo, laser sights and the grenade launcher via the in-game console.
To enable console go to option and got to keyboard and enable dev console

Open the console, type sv_cheats 1 and enter the following:

upgrade_add explosive_ammo
-Exposive Ammo upgrade!

upgrade_add incendiary_ammo
-Incendairy Ammo upgrade!

upgrade_add laser_sights
-Adds a laser pointer to your current weapon!

give weapons_grenade_launcher
-Gives you the mighty Grenade Launcher!

Grenades might not work.
