Help: Converting .mp3 files to .sps files for Need For Speed Hot Pursuit Remaster
I don't know if the game is a part of any modding scene(s) (I am finding a NFSMods[nfsmods.xyz] Site, a NFSAddons[www.nfsaddons.com] Site, there could be one on at least NexusMods or even ModDB and I know that Burnout Paradise had some notable projects prior to it's remaster, with Burnout Paradise Remastered having it's own BPR Modding Tool[bpr.bo98.uk] & other developments), but if any exist, they might be the better place to try seeking the answer to that question.

Usually, the people I tend to communicate with here are more interested in turning such files as .SPS into .MP3 or .WAV, not the other way around. Although I could usually tell you how to do that for Source games (The only game I'm personally up-to-date on doing that for is Left 4 Dead 2, but I'm lead to believe games such as Black Mesa, Half-Life 2, Insurgency & Team Fortress 2 are much less strict in what you can do in this regard, but might require an accompanying script in certain circumstances), I don't have a single clue as to how to do that for a game such as Burnout Paradise or nu-Need For Speed: Hot Pursuit.

However, I can at least try and offer you this guide for getting music into Burnout Paradise that I very quickly found, as well as a mod compatible with both the original & remaster releases that may provide a relevant lead, but I fear that you might have already come across this guide for yourself:

Alright, it turns out what was happening was that i was putting in "Bad" (further testing & defining needed) Soundwavenode files that i presume oggextract was unable to work with for whatever reason as i have found myself with a working .ogg file after extracting a soundwavenode file from outside the levels folder

iirc the soundwave files can just be renamed to .ogg straight and they'll play fine. no need for any extraction

I've just tested changing the ".SoundNodeWave" header to ".ogg" for myself for some music & weapon files and that appears to be correct. 'dBpoweramp' was able to provide precise audio properties, foobar2000 & VLC Media Player could play it effortlessly and when I ran the same files through 'oggextract.exe' and compared them, both foobar2000 & dBpoweramp showcased that outside of a small KB difference (The 'oggextract.exe' conversion was 2KB smaller) & a difference in filename ('TAK3_Single_V1.SoundNodeWave' was manually changed to 'TAK3_Single_V1.ogg', meanwhile 'oggextract.exe' changed it to 'TAK3_Single_V1.SoundNodeWave_000000ac.ogg'), the Bit-Rate, Channels, Codec, Duration, Encoder, Sample Rate & Size and just about every other visible thing remained exactly the same between each other.

At least regarding the audio for Homefront, it really seems like any batch-renaming solution could stand in place for 'oggextract.exe' for changing them from .SoundNodeWave to .OGG. I'm not about to assume that's precisely the case for every .SoundNodeWave file extracted from the game (I still haven't pinned down where the voice files can be found, never-mind how they can be exported and/or converted) nor any other "standard" Unreal Engine 3 game such as Bulletstorm, Gears of War, Mirror's Edge, etc., but it's certainly a possible solution to add to the list.
Well, I've managed to get the game installed and I am starting to see the problems you're having with UE Viewer. Looks like you might be right about a good deal of audio, or at least voice data being bundled into, if not the .MAP files, then within the Map folder as a lot of the "LOC" (Localisation) .UPKs seem to be there.

However, I tried using UPK Extractor, and when testing 'GCGame > CookedPC > Audio > FL2 > A2_Music_S_4.upk, A2_Music_S_5.upk & A2_Weapons_S.upk', I got consistently successful results by:
  • Copying the aforementioned .PUK files into a folder alongside the UPK Extractor bundle I have
  • Editing the 'Extract.bat' file to choose the .UPK file of choice, and then running the process via the .BAT file (I did this one at a time, but there might be a way to do this for multiple files at the same time that I'm not aware of or failing to recall)
  • Dragging 'n' dropping my chosen .SoundNodeWave files over 'oggextract.exe' (You can do this with multiple files at once, but there may be a Command or a .BAT instruction to alternatively do this too)
  • And out came playable .OGG files for every SoundNodeWave file that I tested. I got to sit back & listen to 'M17_ShopMart_Mstr_Loop' (I remember rather liking this particular theme when playing the Xbox 360 release back around 2011), 'StandYourGround' (I don't even remember the game having a bespoke song for it, but I can see people being fond of it!) and the various "Fire" & "Reload" sounds for the 'M110', and some others.
And considering that the version of 'oggextract.exe' I recommended & used was last updated in 2012, it's had over 13 years to break. Then again, I am still running a Windows 7 P.C. from 2015, so that could possibly be a factor (I'm hoping to finally change that this year, but getting a new G.P.U. looks to be an ordeal, never-mind affordable at the moment and Microsoft is doing everything in it's power to convince me that Linux is the best choice of O.S. to move to). Like I said, there may be newer versions of it out there as it's code was released publicly.

Nevertheless, as far as I'm seeing, UPK Extractor is a good way to getting the game's Music & S.F.X. However, when it comes to Voice, I am struggling to pin down where they could possibly be stored if not in the .MAP files as you've found reason to believe. There might be other & better ways to manage it, but this is the first time that I've even tried for this game and this is the best I've gotten with the tools I have on hand.

I can vouch that this endeed works alot better for sounds and mainly voicelines but can't tell you anything about textures and meshes, they were extracted but i simply didnt try to access them.

I just saw that your post "has been reported by a user", but upon reviewing it's contents for myself, I can only guess that it was the Steam Automatic Content Checker being unhappy with your MediaFire hyperlink (Steam doesn't like MediaFire for reasons that I recall relating to abusive use of the long-gone Steam Greenlight via Free MediaFire usage and/or accounts, but maybe there's other persisting reasons as to why it still continues to forbid links for MediaFire or other cloud services besides Dropbox & Google Drive), so I've quoted your post and also made some edits that hopefully workaround the issue and will keep it as visible as it should be.

I have tried editing the MediaFire link in your own post to see if that helps get it out of "awaiting analysis by our automated content check system" (Not something I've done before now, but I thought it was only fair to you for me to try), but I can't do anything more than that, I'm afraid (I've had my own run-ins with the Steam Automatic Content Checker and all I've been able to do about it is contact Steam Support & see if they deem it reasonable to do anything other than just let it wait to do it's job, which I have rarely if ever seen it complete).

However, I did also take the time to make some further edits of my own that might make your helpful advice slightly easier to follow and/or understand, which I've provided here:
