Big picture startup movie not fullscreen
There is issue with Big Picture Boot video - default Steams startup movie for Big Picture Mode has the incorrect aspect ratio for 16:9 (1920x1080) laptop monitor. It shows with black bars on the left and right, it looks to be in 16:10 ratio. However, once the startup movie ends, the interface scales appropriately to fit the 16:9.

When this issue will be resolved? Seems this issue has been a while.

ISSUE

OS
Windows 11

STEPS
Right mouse on Steams tray icon on Task bar
Select Big picture
Default Boot video starts with 16:10 aspect ratio that doesn't fit the actual screen ratio
After the boot UI loads properly and as expected and fit the 16:9 (1920x1080) laptop monitor screen

RESULTS
Boot video doesn't load in full screen, but with black bars on the left and right sides

EXPECTED
Full screen Big Picture boot video should be displayed.

Well, you're correct: the video is 16:10.

Because Valve decided to have the Steam Deck with a 16:10 monitor. Which was the inital reason to develop the new big picture mode in the first place.

So no, it's not "expected" to run in 16:9.

But I guess you could just replace it with a 16:9 one if it really bothers you too much:

Not sure if the path is still correct. On linux the Videos are in .../steamui/movies/ ... Maybe that was moved on Windows at well.

The whole purpose of BPM on the desktop client is to support people plugging their computers into their TVs no? All TVs are 16:9. Cropping the video seems like an easy fix for this.
