Store Navigation is broken with Controller

System:

- Win11, latest updates (24H2)
- Steam up to date on latest version
- Connected Xbox Controller

The problem only appears when trying to navigate down on a store page using the left stick or the D-Pad.

Example:

- Open Steam in Big Picture Mode
- Navigate to "Store"
- Select section on top "Great on Deck"
- Press left stick or D-Pad DOWN.

Issue:

- As soon as the controller focus reaches the "Top Sellers / New & Trending .... etc." section, the page jumps back to the top

Issue 2:

- The "Store Home" features a similar focus issue, but there the page just cannot be scrolled further down than (currently) "Featured Deep Discounts"

It seems there are general problems with store navigation on most store pages with a controller, so I'd suggest you pair an Xbox controller with windows and try to navigate every page.

Its even pretty broken on the steam deck, which is a controller with a screen in the middle so its the only way to buy things lol.

The store is almost completely broken for me in BPM using mouse, keyboard, or controller.

Clicking on one of the screenshots in a store page freezes the UI. I then cannot navigate forward or back screenshots, pressing up or down appears to highlight invisible parts of the UI on the store page that are underneath the screenshot. Pressing the back button on a controller or escape on a keyboard jumps out of the page for that game completely instead of just closing the screenshot preview. Sometimes it will jump back to the front page of the steam store completely. It's insane.

Looking at screenshots and watching videos is probably the most important part of people deciding whether or not to purchase a game.

Yeah it's broken over here in Linux land too. Good to know it's not just me. Wish they would fix this, it would be nice to just chill in bed and browse from my TV.
