[BUG] Enabled in Games w/o Support setting doesn't work

When Playstation controller support is set to "Enabled in Games w/o Support" steam input is not enabled for games without support.

When I go to the game's steam input settings it tells me the game is "using the game's built-in support."

Meaning I have to manually enable steam input.

The expected result is that if a game doesn't specify support for my playstation controller that steam input will be enabled otherwise it will be disabled.

Same problem here. Work fine in many games, but it doesn't work in any Rockstar games, except Max Payne 3.
