Report a translation problem
Which personally breaks the immersion when playing rather than it being subtle.
Anyway fixed it by going to (whilst in Big Picture) Settings -> Display -> Auto Scale UI (OFF) then bringing the slider closer to the left (More Content).
It sucks because it makes the UI smaller (not a big issue but I kinda liked the zoomed in interface on controller so I can sit back) but it moved notifications to the bottom right of the screen.
Hope that works for you too.
If the overlay was misaligned, you might even notice it repositioning itself.
However, this isn’t an ideal solution.
Maybe the notifications position is saved on closing steam and for some reason not validated / re-evaluated at startup (?).
But if OP has only one monitor, maybe the games also have a "say" in this (assuming @4K some upscalers doing their "magic" from 1080p to 4K, which would explain the position).
