PS5 controller turns white LED when Steam is open, and can't use on other games

Basically recently after a firmware update to my PS5 dualsense controller, if Steam is open, instead of the usual blue LED's on the side, it turns a white light below the touchpad as well, and the controller stops working on other PC games like Genshin Impact. As if it's "stolen" by Steam and unusable elsewhere. I followed a guide deactivating Big Picture Mode by running a bat file but it doesn't solve this issue. Only closing Steam does.

You can add the controller to Steam's blacklist like this:
