All in all, updating the controller pretty much made things worse. I'm at a loss here. Does anybody know how to fix this?
Also make sure Steam Input is configured to be applying Xbox type configs to your controller in bug picture > settings > controller settings.
I'm using beta on both the Link and Steam. Do you mean enable Xbox controller support?

Steam Input is what Valve developers call SCAPI now that it supports more than just Steam Controllers.
Also make sure gamestream is completely disabled in GFE if you are not using gamestream.
You should be able to define layout. I have been sharing button layouts configs for Shield Controller but not sure how you can search or how I can share.
You need to define layout so Steam Input knows exactly where each button is and what its default action is.
Try doing this on local PC (or streaming host PC if you using remote vm) without steam link app or steam link.
Do you have Steam Input set to apply Xbox configs to Shield Controller?
Have you completely disabled gamestream in GFE?
That screenshot I shared shows what setting is needed to switch Steam Input on. Ignore the description in screenshot, that was old steam link app related bug. Was just trying to show how easy it is to switch Steam Input on for Shield Controller.
But like you said, you need to work out how to define layout for Shield Controller before you can expect your controller to work at all.

You using Steam Link is pretty much Irrelative as you are describing bugs related too Steam Input which are Steam client bugs. Not Steam Link bugs.
So get Shield Controller working on local PC (or remote streaming host PC) and you can expect it too work using In Home Streaming, with or without Steam Link and/or using any other streaming app.
Steam Link App can differentiate between Shield Controller version 1.03 and 1.04 and steam client sees them as android controllers NOT generic gamepad like on local PC and adds "guide" button and remaps start and select to back and play android buttons on Shield Controller which adds huge benefits too Shield Controller. This is the most awesome ootbe for accessing Steam apps using Shield Controllers, I.e. when married with Steam Lunk App, Steam Input and Steam client beta.
The controller works fine when connected directly to the PC. When I use my Link, things break. I don't have GFE installed. I enabled Xbox configs. The probem is with the link. Valve should officially add this controller natively.
The define layout function does not work when I'm using the link, only Bluetooth connectd to the PC itself.
In Steamclient settings switch off In Home Streaming
Install GFE and setup gamestream to Shield TV and add mstsc.exe to list of gamestream apps in GFE so you can stream steam in large mode on desktop.
What this does is allow the WiFi drivers for shield controller bundled with GFE be used, which should let you set up shield controller layout in big pictures controller settings.
When you define layout you need to save it. If you defined layout you should be able to access that layout regardless of how you pair or connect your controller wirelessly. You also need to register your controller to your steam account which let's steam cloud save and manage custom controller configs and generic gamepad loadouts. If you defined loadout for shield controller and you can not use that loadout, you did something wrong or are missing something.
You are describing Steam Input bugs not Steam Link bugs.
I would say best advice is do not use Steam Link. Why are you using Steam Link if you have Shield TV?
I am only trying to help, and know Shield Controller works awesome for me in steam client using different local hardware configs.
Have to admit I do not have Steam Link, but do know you are describing Steam Input bugs and not Steam Link bugs.
If Steam Input was working like expected you should be able to define loadout when using Steam Link. Your controller is stuck in a broken lizard mode, which is a Steam Input bug.
Have used the Input Viewer app on Shield TV to make sure your controller is perfectly mapped on Shield TV?
Use Steam Link App on Shield TV as alternative to using Steam Link.
If that doesn't work try using gamestream instead of steam link app.
Trying different things should help you work out what the problem really is.
I actually don't have a Shield TV. I just bought one from today to update the controller to see if that fixed anything and returned it right after. I did however get the Y axis fixed when using the Link. What I did was go to my Link settings and enable the 'Switch to modern Xbox Controller'. I still have the issue of not being able to define layout, though. I'm very dissapointed, I thought everything would work natively. It's sad a controller with so many features is looked past. I would love to have the gyroscope working along with the touchpad, as well as all of the issues that I'm having right now fixed.
You really need Shield TV and GFE to get Shield Controller to use proper wireless Xbox drivers (bundled with GFE) for using Shield Controller in Steam client.
Steam Link App on Shield TV fixes everything for Shield Controller, when using In Home Streaming instead of gamestream.
You would be better just using Xbox controller, if you have no Shield devices other than Shield Controller.
You should have spent more time exp!oring what Shield TV can do, am sure you would not have returned it if you did, I honestly believe Shield TV is the ultimate Steam Machine when married with cloud gaming vm and Steam Link App.
I will see if I can work out how I could share my known good Shield Controller loadout , so you could get more from your hardware config.
Might be worth your while to ask in Steam Controller discussions or Steam Link discussions about creating custom loadouts for "generic" gamepads.
You should need to create loadout for any controller once and once only on local PC and then it should just work on any streaming config too.
Hopefully another Steam Link user can help you out with more useful info.
When you pair shield controller to windows PC does it show up as Xbox controller in windows devices?
Can you use shield controller in apps which natively support controller without using Steam client at all?
I think it's a great product on the media streaming side of things. For me, however, it's pretty useless as my OLED TV takes care of my media streaming needs natively. At $200, it's a tough sell for me considering that. I also don't even stream audio/video while gaming, just controller input. I do this because #1: latency, #2: I game in 3D and I don't think even Gamestream supports that and even if it did #3. the Shield TV doesn't let me do RGB at 60hz 4K, nevermind the Link only doing 1080p 60hz. I only have the link so I can pick up my controller, press A a few times, and have my PC boot up with the controller connected all from my couch. Even with the Shield, you can't remap the buttons when streaming. This makes the touchpad/gyroscope/extra buttons useless. If Valve added native support for this controller, it would be more functional than any Xbox controller, Switch Pro Controller, and would offer something different to those who don't like the look/layout/feel of the PS4 controller.
I'd like to add that it works with a direct Bluetooth direction to the PC and shows up as a generic gamepad, but D-Pad still doesn't work browsing Big Picture. Not sure about mapping the D-Pad in games. On the Steam Link itself it works too, however, when streaming, it does not allow you to define layout. The D-Pad also doesn't work when doing this. Again, not sure about actual gaming, just Big Picture. It's weird because the D-Pad works just fine browsing the Links menus.
If you navigate to big picture > settings > global you can view the config big picture uses which shows Valve map nothing to dpad. This proves you should not expect dpad to work in big picture without making a custom global config for big picture.
I had to make custom big picture bindings to fix dpad for big picture navigation, which is ironically just part of what Valve did which is a contributing cause of what you are seeing.
Valve disabled dpad on controllers to hide/workaround bugs with steam Input
Dpad used to be usable for big picture navigation ootb with controllers about eighteen months ago and more
This is also related to why steering wheel support in steam client has went massively downhill in same time period.
What you are describing in last comment makes me appreciate you are right about Steam Link being the problem.
You may have better chance of getting useful info for Shield Controller on Steam Link by asking on Steam Link discussions.
I'm pretty sure I should be able to share the config Steam Link App uses for Shield Controller or the config Steam Client uses for Shield Controller loadout to help you get more from Steam Link. You just need a better config file for Shield Controller to be used on Steam Link. I think.
Am also pretty sure you would retire steam link if you had tried the steam link app on shield tv, when you could of.
Can you remember what software version the shield tv you had ran when you had it? Did you update to 7.1 version software with android 8?
Ooh yes we can. I shared screenshots of when I changed loadout when streaming. I use nothing but Shield TV for accessing Steam apps. Works so awesome when using cloud gaming vms Shield TV and cloud gaming subscription has replaced my more than vr ready PC.
I upgraded from a GTX 980 Ti 6GB to a Quadro P5000 16GB for £17 (£27 pm thereafter) and swear I will never own a gaming spec PC again. Cloud gaming is evolving very fast. Cloud gaming us also being widely adopted very fast. The savings I make on monthly power bill from simply unplugging my old 400W TDP more than vr ready PC from the mains, literally pays for my monthly subscription for cloud gaming service.
All this fulfills what Nvidia foretold at CES 2013 and CES 2014 keynote talks and other talks.
The only reason I got interested in Shield devices and CES keynote talks was because of the hype Valve and partners built for Steam Machines being shown at CES 2014.
I can honestly say Shield TV running Shadow, paperspace or Liquidsky is a PC killer as it completely removes the need to own any gaming spec PC hardware at all to enjoy the best of what PC gaming platform has too offer.
You are hugely under estimating what Shield TV can bring.
Would you expect Steam Controller to work without Steam client?
In the same way you should not expect Shield Controller to work without Shield TV!
