Report a translation problem
Modifying your system registry can seriously mess up your system, just as a warning.
Make sure you have your login credentials handy, because Steam asked me to log in (and authenticate) again.
Step 1: If you're brave enough (and using Windows, of course), open RegEdit.exe (open the start menu and type "regedit").
Step 2: Search the registry for "bigpicture"
This might take a while, but it should bring up Steam's registry settings. I'm not sure what the value listed on that line means, so I wouldn't change it.
Step 3: Check the line marked "Startup Mode"
There should be a hexadecimal number, followed by a number in parentheses. If the number in parentheses is 1, double click "Startup Mode" and change the value to 0.
Step 4: Start Steam. Hopefully, it'll open in normal mode, instead of Big Picture mode. Mine made me log in again, but it worked.
No more Big Picture mode, for me.
Not sure if this has anything to do with it, but the device I was using is a GPD Win 2, Core m3 processor with 8 GB RAM. I'm tempted to try to duplicate the problem on other systems, but I think I'm going to leave well enough alone.
Btw, the path in the Registry is: Computer\HKEY_CURRENT_USER\Software\Valve\Steam
just in case anyone else ends up having the same issue I had here's my story of how this kind of worked for me.
Normally steam is set to start in big picture mode when the computer starts, but for some reason it was starting, connecting to my account, and then just showing a blank screen. You could see the cursor and hear sounds when you clicked the mouse, but no interactions of any kind with steam.
I tried the steps described above (close steam completely, disconnect wifi, start steam) and it started again in big picture mode. after failing to sign in because the wifi was off, it finally showed some actual buttons! however, there was no option to exit big picture or adjust any settings other than a few controller settings.
so I reconnected wifi, signed in again, and suddenly this time it was working as normal. no clue why. but if anyone has a similar problem, maybe it just needs this weird wifi jiggle.
btw, this was on a windows 10 pc, in the process of updating. I wouldn't be surprised if something got tweaked in the ridiculous ms update process. :P

when you pick to install game it will find existing files and verify them
