What does those !> or star in front of the offer status mean
New to barter, cannot figure it out myself. By the way, what does your turn/ my turn mean? When one party wants to cancel an accepted deal, will it affect the other party's fulfillment rate? Thank you.

★ = multi-user offer; everyone who has at least 1 game from the requested ones on their tradeables / at least 1 game from the offered ones on their wishlist will see it. Only one person can accept it (the first user who accepts it will "consume" the offer). The number next to the star means how many items from that offer are on your wishlist.

!> = outgoing offer (sent from you to someone else)
!< = incoming offer (from someone else to you)

your turn/ my turn = whose turn it is to act on the offer; if someone else proposes an offer to you it's your turn to accept / decline / counter it; if you propose an offer to someone, it's their turn to accept / decline / counter
once an offer is accepted, it's both parties turn to complete it or mark it as cancelled / failed, depending on the case.

Thank you very much for the quick response. I also see only > or < without !, and sometimes a solid triangle. Do you know what do those signs mean?

no ! - no action needed from either party

unfilled triangle (>, <) - target opened offer
filled triangle (◀, ▶) - target has not yet opened offer

► = not yet seen by the other party (they did not click on it yet)
◄ = not yet seen by you (you did not click on it yet)
! means that you / the other person are required to act on it (depending on the offer direction); you can disregard the exclamation mark altogether, since there isn't a noticeable difference between offers with an exclamation mark and without one.

Thank you both for the clarification!

By the way, sometimes I see a solid triangle with lots of dots on it, what does it mean?

That the offer was opened / seen, but then it was edited and the new edits haven't been seen yet.
Also, a lot of this info can be found if you mouseover the symbols.
