"Shift+tab" to open your in-game steam browser
On the bottom right click "Recent Players"
Click "Current" or "Previous" games
Find the hacker and click "View Steam ID"
On the top right click "Report Violation"
Fill out the form and click submit.

If at all steam works, then they usually will get banned hopefully.
