Tweak 4 dead 2 server

My goal with this dedicated server is to improve the experience of Left 4 Dead 2 mainly in Versus mode with the help of plugins and server commands, all that without distorting the original game. Also cheaters and trolIs will be banned actively to have the best possible experience. I decided to take this initiative because let's be honnest Valve doesn't care anymore.
