This is true, yeah.
A TF2 f2p that has bought games can send trade requests and add friends and stuff.
NICE! I made the test with a new account without any other games purchased.
Conclusion is that being a TF2 F2P does not automatically mean that you can not trade.

Inventory is usually the easiest way. If a majority of their items are untradeable or if they have a smaller inventory compared to premium, they're F2P.
