Can TF2 F2Ps trade or not?
This is a question that is frequently discussed and missunderstood by the rafflers at TF2R so I will try to clearify this.
(ADDED: Read the comments below also because they clearify som aspects I did not test)

1. F2Ps can NOT trade items that they recieve as random drops playing TF2.

2. F2Ps can NOT open a trade with another player.

BUT that don´t mean that they can not trade.

3. F2Ps can trade if you as a PayingPlayer open the trade between you! They can accept a trade if you invite them!

4. After the trade is opened you trade as usual and the PayingPlayer can give items to the F2P.

Conclusion: A F2P can recieve the prize he/she wins in a raffle. All you need to do as a owner of the raffle is to add the player via steam and trade as normal. No extra work for you at all!

Now to something amazing!

5. The item which was traded from the PayingPlayer to the F2P will still be tradable after ending up in F2Ps backpack. That means that a F2P can trade that object and they can actually raffle that object! But they must be helped by you opening the trade.
Isn´t that amazing!? ;)

You might want to differ between TF2 f2p and completely f2p steam accounts. I'm not sure about this one, but a TF2 f2p should be able to send a trade invite if he has a normal steam account, as there aren't only tf2 items you could trade.

This is true, yeah.

A TF2 f2p that has bought games can send trade requests and add friends and stuff.

NICE! I made the test with a new account without any other games purchased.
Conclusion is that being a TF2 F2P does not automatically mean that you can not trade.
Mission accomplished!

This is very informative. I just have 1 question: is there a way to find out if someone is tf2 f2p or premium?

Inventory is usually the easiest way. If a majority of their items are untradeable or if they have a smaller inventory compared to premium, they're F2P.

Also if they have a backpack with 50 - 150 - 250+ total slots its most likely they are a F2P because of the stocking. When your premium you get 300 - 400 - 500+ slot backpack.

I'm F2P in TF2 but not on Steam. I have never spent a single cent on the store. I got premium on Steam since my friend gifted me a game.

if f2ps manage to get an item from a premium player, if they trade that for say 1 ref, can they use that ref in trading or is it only with items?

Ref is an item.
So yes they can.
