You're asking Valve to bypass the censorship of the GFW? Yeah I don't think that's gonna happen, especially since there's already a Chinese Steam.
not only because of that, quic and ech are very improvement both on speed and privacy.

I'm pretty sure the CCP has ways of infringing on your privacy even if Valve implemented something like that. I doubt speed will really improve either when that's mainly on your ISP, router/modem, and your personal device. After all, the GFW has already been capable of disrupting Tor/Onion and OpenVPN from working in China for years, and the CCP constantly finds ways to shut down netizens' attempts to bypass censorship. Since the Steam community is blocked in China, I'm gonna assume you're either accessing it outside the mainland or using a VPN. Which is technically illegal for most people in China, although only persecutes those that creates and distributes unauthorized VPN services.

I actually used to be very against almost any kind of internet censorship, but I was a naive teenager back then. I actually agree with the CCP censoring mainstream Western media, and even many social media platforms from American tech companies like Facebook and Twitter, although I still disagree with them cutting off access to sites like Steam or Rumble. I feel quite bad that mainland Chinese have to use internet that's effectively the most restricted in the world, since North Korea, Cuba, Myanmar, etc., effectively have an intranet, while other countries like Russia and Iran have a more free internet ironically enough. At least those in Hong Kong and Macau have an almost free internet.

Sadly the West isn't too far behind since they view the CCP as an excellent model for authoritarian control of their own people. Government IDs are or will soon become mandatory in some jurisdictions here for certain websites, and also people can get in trouble for what they post online, usually regarding content that is considered hAtEfUl (basically anything the far left doesn't like). Let's not forget that cancel culture is rampant in the West, and many platforms here have been using AI algorithms as a way to recognize and deal with content they don't like. Some countries like Brazil and France have already begun blocking websites they deem criminal and may punish those using VPNs to bypass smh.

long story short, your only guarantee of speed and privacy is to not access the internet from mainland China (unless with Tor or better), since companies there by law are required to fully cooperate with the CCP regarding user data. also, many companies will install spyware which i believe is to also comply with local regulations; iirc, privacy is a foreign concept to most Chinese people, so i'm surprised you know and comprehend it. and yes before you tell me, i'm aware that in the USA there exists similar legislation, although it's not as bad (but it still sucks); i also know that US companies have done the same for their hardware. if you're outside the mainland, then please ignore my advice as it doesn't apply to you.
