Feature request: Battery-Friendly Steam settings

Would it be a bad idea to have a place somewhere to limit Steam's background activity while on battery?
e.g.
* "Don't start new installs or patches while on battery"
(Allow any started activity to finish.)
* "Pause all installs and updates while on battery"
(Same behavior as booting up a game. All activities are halted.)
* "Limit notifications while on battery"
(e.g. Reduce polling or types of notifications on battery if there is a benefit to power savings)


Maybe some other settings might show benefit as well.

A back up PSU will be seen as a battery, which has been an annoyance with the hardware survey for years. I don't think there is an optimal way to do this without screwing over people that use back up PSUs.
