Steam replay gray screen in shift tab menu
ISSUE
Using the Steam replay option while in game will make the entire screen gray with the steam replay bar only visible, however if you click on any window beneath the grey screen it'll jump on top of the grey layer.

OS
Windows 10

STEPS
Launch any game.
Shift+tab and enable steam replay.
RESULTS
The steam replay widget will appear and cover anything beneath the grey color, making it really difficult to use the shift+tab screen or even turning off steam replay.

EXPECTED
The steam replay widget should appear at the top without the grey color on top of everything letting you access the rest of the shift+tab screen.

nope. has been an issue and still is an issue. You can work around it by navigating blind but it's still a big issue.

i've had this issue and scoured the internet to find a solution, and i found a solution, not sure if it will fix for you:

but I removed the "skins" folder from my Steam installation, and that fixed it. seems like I had some older skins (from the previous steam UI design) and that caused the overlay to break

It should be "C:\Program Files (x86)\Steam\skins" unless you've installed it somewhere else

Holy. moly. That fixed it. Completely forgot i had that skins folder still there, especially after steam abandoned the skins feature. far out. Been pulling my hair out for ages trying to fix this. Cheers mate.
