Can't make clips anymore
I used to be able to make clips and I can still and edit all the clips I made a couple of days ago but now I can't make any new clips because I don't see the option for it. I also don't see the game recording section in steam settings anymore. I have the latest steam client version and I'm pretty sure I didn't make any changes to cause this.

try to turn on the betta mode in steam and go to the game overlay

1 Go to steam settings and make sure you have the latest version.
2 If you have the latest version and the option is not displayed, go to settings, interface and in the third option "client beta participation" change the option "no beta selected" to "steam beta update".

2 part was the fix for the problem, I don't know why I was opted out of the beta.

This happened to me as well. I think it started when they released Steam Families and we were opted out of beta for some reason.
