Game Recording does not record anything

I cannot get Game Recording to record. The application I'm trying to make it work with is VRChat, but I've also tried a non vr-game "Overcooked 2".
-I have updated Windows and my NVIDIA drivers.
-There's no notice to update my drivers in Steam Settings > Game Recording.

In Steam Settings > Game Recording I have:

-Enabled "Record in Background"
-Tried the key command for Start/stop saving a clip in Steam, SteamVR and with the VRChatwindow active.
-Made and tried a custom key command for saving the last 60 seconds as a clip in Steam, SteamVR and with the VRChat window active.
-Tried adding "game specific settings" with VRChat added.

-In the recordings folder, all that remains is a gamerecording.pb file and an empty timelines folder. I've tried quitting out of VRChat, SteamVR, Steam and restarting my laptop.
