RTX 50 Series: Can't export / copy clips to clipboard when using H.265 encoding in steam recorder
A few days ago, I installed an Nvidia RTX 5080 and since then I've noticed that steam recordings will not export or copy to clipboard. All the recording is still perfectly accessible via the playback mechanism and I can save clips in steam, however, when I try to export or copy to clipboard it pops up with an error and asks me to try again.

This seems to only be a problem with the H.265 option in the steam recording settings, and when I turn off H.265 encoding I can once again export clips and copy them using H.264 instead.

If you want to leave H.265 encoding on in the recorder settings you can workaround the export issue by choosing custom export and selecting H.264 instead of H.265 in the drop down menu that is available in that dialogue.

This is the only info in the logs which relates to the error:

it just sounds like H.265 is seriously bugged or something. the 5080 is supposed to support H.265 encoding iirc so if it's not working they prob fumbled something or nvidia boofed the drivers. no clue why it's even an option right now, i've seen it break more than I've seen it work.

(if you aren't using GPU encoding then it'll use the CPU and some CPUs don't support it but if you have a 5080 you probably have a modern CPU)

Also been having this issue.
I only noticed it recently when I came to share a clip and it kept erroring. I assumed Steam was just acting up at the time so I left it, but still weeks later I can't share or export any of my clips encoded with H.265.

Also recently installed an RTX 5080 GPU.
Same issue with H.265, on a newly installed 5070 Ti

4070 laptop also facing this issue, it seems to be caused by the recent Game Ready driver update. Fallback to the previous version of the driver should fix it.

After upgrading to 5090 from 4080 I am experiencing the exact same problem. Currently I can only export to h.264 and it's really slow...
