PC Freeze, Recording has been stopped after encountering an error

Ever since I turned on Steam Recording I'm experiencing PC freezes, especially after quick ALT+Tab but it can happen anytime. If I turn on Counter-Strike 2 and keep it or close it without killing Steam recording process I will at random get PC freeze for 30 seconds up to 3 minutes. During this period my PC "runs at 1 frame per 10 seconds". I don't need to have constantly opened game to experience this bug. Oftently after this freeze appears, I will see a pop-up window saying "Recording has been stopped after encountering an error". Here are all specifications of my PC, drivers and steam recording settings:

Only Game Audio

Hope all information will help resolve the problem. Killing Steam process usually helps, most of the time happens when switching between Discord, Chrome, Calculator and Game (if game is still turned on)
