infinite clips automatically made every second with a controller plugged in

I have no way to disable this function. I have disabled every shortcut, every button, i have checked the controller which it states is pressing no buttons, unplugged my keyboard, unplugged my mouse. yet when I play a game with controller input steam thinks i want to make a clip every second of my last 30 seconds. every second a new popup of new clip recorded forever infinitely. it happens completely at random while playing the game (gta 4 complete edition). I will have to alt tab out of the game and manually disable the recording function on all of steam for it to stop... until it randomly comes back.

The solution I found is use a completely different controller and use bluetooth. I never found a solution.

Im having the same issue idk whats causing it its driving me mental, all i want to do is use a controller and it decides to take a million different videos if i dare press a single button?? What did steam think when doing this… oh EVERY button on the controller needs to be mapped to a different command?? No nobody wants that unless they set it up themselves its so annoying to get rid of
