It may be a cause?
Turned out Valve added some codecs to the recording but forgot to add those codecs to the playback, so the playback cannot play back the video (no pun intended)
H.265 playback in the Steam client currently requires the "Interface -> Enable GPU accelerated rendering in webviews" and "Interface -> Enable hardware video decoding" settings to be enabled. We are working to add better handling of this case and reporting of the underlying cause of video playback failing.
Please let me know if these videos continue to not play back successfully with these settings enabled.
Edit: I checked the other thread, and indeed it helped to re-enable GPU acceleration & hardware video decoding. I guess it falsely showed it to be enabled :)
Interface > Enable GPU accelerated rendering in webviews: Enabled
Interface > Enable hardware video decoding: enabled
Game Recording > Enable HEVC (H.265) video codec: Disabled
I have swapped around these settings and still had problems with playback on my clips, and background recordings.
