Nvidia's, AMD's even Microsoft Game Bar did better than STEAM, which sad (They are with instantly export to video file. Unless Steam directly integrate with all cloud upload / youtube / twitch upload, as fast as I am using nvidia recording and share)
Depending on what hardware is in your computer you might be getting bottlenecked, or as always and probably most likely they probably could have just bombed the hell out of a few updates and broke a lot of ♥♥♥♥
Negative. It was like a switch got flipped when that update went live. Tons and tons of people were encountering brand new issues left and right, then they all bombarded the forums describing said issues.
Changing any settings does not alleviate the GPU forced utilization. I've tried everything. I even had recordings in the manager from before the update, and my GPU was still exclusively exporting clips.
Unfortunately, Valve is neglecting Game Recording. The update for it today was the first one made this year. The last one was on the 16th of December last year, so that blows.
