The Steam recording feature seems to only pick up audio from whichever audio output you have set as default (ie. wherever you game's audio is coming from). So even if you have 'Record Audio from...' set to All System Audio, it won't record audio from other outputs that aren't the default.
As a real-world example (my exact scenario), I have two separate audio outputs:
1. Chat channel - only Discord's output is set to use this channel
2. Game channel - everything else uses this (set as default output in Windows)
Discord's audio output is never recorded by Steam's game recording, since it's not on the Game channel. It'd be great if they could implement some sort of solution for this.
