I've no idea if setting recording length to zero properly disables the game recording mechanisms outright, or if it still does all the recording work but just eats the recording as it makes it.
Setting the recording length to zero defaults it to 5 minutes, it wont let me put anything lower than that
Personally, I think what we really need is a "total recoding" limit that keeps every individual game from storing background recordings forever as we switch between various games. I don't think they considered people playing more than one game at a time, because you'd obviously not want background recordings getting saved individually for everything.
