I just went back after the fact - in the Library for each game, with the background recording on, it'll show recent recordings for that game. You can click there and open the editor and create a clip.
Do you happen to be using an index or oculus w/steamvr?
I did see today that another session didn't have any recordings; in that case, I had launched Steam VR first and then the game. For the successful video above, I had just launched the game directly from the Rift dashboard.

What you can't see is that I have actually also a floating window with a movie playing to my right and Google Chrome attached to my left controller while I'm lying in bed with my Pico 4 connected via Virtual Desktop to my PC in the other room over WiFi.
And it works great!
But you have to fiddle a bit, Steam Link in particular seems to mess up the recording...
The feature is still very wonky as of now, especially with VR and result vary per game.
But i am still pretty blown away by how easy it is to set up and use.
