[FIXED] clip export does not work if the recordings folder contains special characters
Edit: fixed on the June 27th update.

Repro steps:
  1. Go to Steam menu -> Settings -> Game Recordings

  2. Move the background recordings folder to a folder with special characters (in my case, it was
    Gravações Steam
    )
  3. Restart Steam.
  4. Play something to create a background recording.
  5. Open the Recordings and Screenshots window.
  6. Select the background recording you just created.
  7. Click on "Clip".
  8. Click on "Save/Share".
  9. Click on "Send to phone..."
  10. The dialog shown will enable the button to send, but clicking on it will do nothing.
  11. Click on "read a QR code" on that same dialog. An error will be shown.
  12. Go back, click again on "Save/Share"
  13. Click on "Export to Video".
  14. Select a folder and save.
  15. Nothing will save.

Found this out because it was not working no matter what I did, then I thought that maybe the folder name was an issue... and it was.

I may have also stumbled upon this issue. I had named my folder Steam Game Recordings and the spaces may have been the "special character" in this case. Changing it to SteamRecordings seems to have solved it. Unfortunately I found out when I had a recording I wanted to share and now it seems to be gone. I guess there is no way to recover the stream chunks.

Mine was gamerecordings and changing it to GameRecordings fixed it for some reason

This did not work for me. Mine Is the default Windows User "Video" directory with no spaces, nor special characters. The path is: C:\Users\REDACTED\Videos\
I'm not sure why Steam is not letting me create clip links, nor do I understand why it instantly fails to. It's a 43 second clip. The limit is 60 seconds afaik. Any help would be appreciated! I should not, my game clips are saving, unlike OP's issue with them not saving outright.

Got here from Google and am coming back with a potential solution for those who have the issue regardless of directory:

When exporting your video, go to the custom tab and change the format from h265 to h264. Apparently 265 has been broken for since beta and valve still leaves it as the default option -_-

This looks like it fixed my issue too, thanks a ton!! Hopefully they fix H265 soon!
